The UIRR is a state-run system in Russia established to register all internet advertising. Data regarding advertisements, clients, publishers, and placement results are submitted to this registry. It is mandatory for all market participants — from advertisers to bloggers.
What is the UIRR?
The UIRR (Unified Internet Advertising Registry) was created to enable the state to:
- Monitor the volume of internet advertising;
- Supervise the fairness of the advertising market;
- Prevent illegal or undisclosed advertising.
All advertising materials placed online must be registered in the registry through Advertising Data Operators (ADOs).
Who is Required to Submit Data to the UIRR
- Advertisers (those who order advertising).
- Publishers (platforms, bloggers, social networks).
- Advertising agencies (intermediaries).
- ADOs — Advertising Data Operators, responsible for transmitting information to the registry.
This requirement applies to:
- Banners,
- Contextual advertising,

What Data is Submitted to the UIRR
The UIRR records:
- The advertising creative (text, video, banner);
- The fact of an ad being displayed;
- Information about the advertiser;
- Placement details (where, when, at what price);
- All parties in the chain (agencies, contractors);
- Ad metrics — impressions, clicks, reach, budget.
How the UIRR System Operates
- An advertiser or agency uploads campaign data to an ADO.
- The ADO assigns a unique advertising identifier (UIRR-ID).
- This ID is added to the advertising material or its tags.
- The publisher (ad network, blogger, website) also submits relevant data to the ADO.
- The ADO transmits all information to the state registry.
- Advertising is considered legal only after the data has been submitted to the UIRR.
Why the UIRR was Introduced
- Market Transparency. The state gains accurate data on internet advertising budgets and volumes.
- Combating Undisclosed Advertising. Bloggers and platforms are obligated to clearly label advertising integrations.
- Regulatory Compliance Control. Ensures advertising complies with Russian laws (e.g., in medicine, finance, etc.).
- Market Statistics. Roskomnadzor receives aggregated reports on all advertising campaigns.
Consequences of Failing to Submit Data
Violations are subject to fines:
- For individuals — up to 30,000 RUB;
- For sole proprietors — up to 100,000 RUB;
- For legal entities — up to 500,000 RUB.
Additionally, the ability to place advertising may be restricted.
